Troy Winters, M.A.Sc., B.Sc.(K), CRSP

Troy Winters, M.A.Sc., B.Sc.(K), CRSP, is National Coordinator, Health and Safety for the Canadian Union of Public Employees — Canada’s largest union, representing 800,000 members in 2,300 locals — where he leads the development, promotion, and implementation of a comprehensive national occupational health and safety program. He brings over 16 years of standards development experience, serving as Deputy Chair of ISO Technical Committee 283 and Convener of the working group revising ISO 45001, the global occupational health and safety management system standard. Across CSA Group, he has chaired or vice-chaired technical committees spanning OHS management systems, incident investigation, psychological health and safety, ergonomics, confined spaces, impairment management, and nanotechnology.

A course instructor with Pacific Coast University for Workplace Health Sciences, Troy previously served as a Sessional Professor in Industrial Engineering at Dalhousie University, where he earned both his Master of Applied Science and his Bachelor of Science in Kinesiology. He holds the Certified Registered Safety Professional (CRSP) designation. A prolific writer and speaker, Troy has authored or co-authored over 50 published articles and three books on occupational and psychological health and safety, and presented at conferences across Canada and internationally. He is the 2026 recipient of the John Jenkins Award — the most prestigious honour bestowed by CSA Group — in recognition of exceptional leadership, technical expertise, and significant contributions to the development of occupational health and safety standards.
